Richard Powell,
born about 1625, if he was a son of John Powell of Elizabeth City County, but may have been born earlier if he was not, died 1658 in Norfolk County, VA.262

BOOK “D” Page 147. June 15, 1658, probate is granted to William Ellis, who married the relict, on the last will and testament of Richard Powell, deceased. Page 148. Same date, on the petition of William Ellis a division of Richard Powell’s estate is to be made according to his will.262

The above records show that Richard Powell left a will, but it has been lost. He had obviously entered land, which part of the will directed should be divided among his three sons, Richard (the eldest), William, and John. The patent was not issued until January 28, 1663 in the name of Richard Powell, the eldest son, and was divided among the sons, in 1673.

The patent to Richard Powell on Jan 28, 1663 does not appear in Nugent “Cavaliers and Pioneers”, nor in the Virginia patent books. The only grant of 300 acres in Norfolk County on January 28, 1663 was one to Richard Wheeler (Patent Book 5, page 255(189); Nugent, page 477). This was the renewal of a patent to Richard Wheeler Dec. 16, 1656 for 300 acres adjoining Robert Frimes (Patent Book 4, page 62(91); Nugent page 338). One wonders whether Wheeler was written erroneously for Powell; or whether there was some connection between Richard Powell and Richard Wheeler, if they were different men. Robert Grimes, the adjoining owner, was granted 300 acres on theWestern Branch of Elizabeth River May 6, 1652 (Nugent, page 268), so that both the Wheeler and Grimes land was in the same section of Norfolk County as the Powells. Richard Wheeler was claimed as an importee March 24, 1635/6 by James Knott in a grant to him of 1200 acres in Elizabeth City County (Nugent, page 37); also by the same James Knott in a grant to him of 1550 acres.262

Notes for Richard POWELL I

New Norfolk County was formed in 1636 from the portion of Elizabeth City County south of the river; and in 1637 New Norfolk was divided into the Lower County of New Norfolk (now Norfolk County) and the Upper County of New Norfolk (now Nansemond.)262
Norfolk County was formed in 1691 from Lower Norfolk. It became extinct in 1963 when it was consolidated with the City of South Norfolk to form the City of Chesapeake.
